Harsh City Laws
A list of harsh city laws (swift and strong punishments for minor crimes). Harsh laws are usually the result of a strict and oppressive ruler; or because the city has faced some recent turmoil that brought about the town's desire for such laws (for example, a town facing a drought, may have stricts laws on water use, consumption or theft). If you choose to use harsh laws, make sure your players are aware of these laws (otherwise, they may find themselves on the chopping block).

City Laws

Murder (Malicious, unjustified killing of another person) - Death by dismemberment.
Treason (Crimes to undermine or cause harm to the kingdom) - Death by disembowlment.
Bribery (Bribery or attempted bribery of a city official) - 200 gp fine (minimum), payable to the city, and 3 days in the stocks. Repeat offenders: Cut off a finger for stealing from the kingdom.
Blackmail (Blackmailing or intimidating a city official) - 500 gp fine (minimum), payable to the city. Repeat offenders: Lose an eye.
Arson (The burning of property and goods endangers the entire community) - 250 gp fine, plus damages; If the damage is extensive, possible branding and 1 year of hard labor. Repeat offenders: Branding, and 5 years of hard labor.
Hampering Justice (Hindering or attempting to stop the kingdom's justice) - 250 gp fine and a public beating by the city guard. Repeat offenders: Facial branding and possible hard labor.
Assault (Public brawls and fighting are illegal) - 10 gp fine and flogging, 10 lashes. Repeat offenders: 25 lashes and 3 days in the stocks.
Disturbing the Peace (Disrupting trade, commerce and daily life in the city) - 10 gp fine, and a public beating. Repeat offenders: fine and flogging, 25 lashes.
Vandalism (Damaging property or livestock) - 50 gp fine plus the cost of the damage. Repeat offenders: fine and flogging, 10 lashes.
Smuggling (The movement of illegal goods (banned foreign goods, drugs)) - 500 gp fine, payable to the city. Repeat offenders: Fine and the loss of 1-10 fingers, depending on the amount of goods.
Petty Theft (Taking property belonging to others) - 10 gp fine, 10 lashes, plus 3 days in the stocks. Repeat offenders: The loss of a finger, and 3 year of hard labor.
Grand Theft (Theft of property valued over 100gp) - 200gp fine and 3 years of hard labor. Repeat offenders: 6 years of hard labor.
Fencing Stolen Goods (Purchasing and selling stolen goods) - 250 gp fine, payable to the city. Repeat offenders: Loss of title (if any) and confiscation of assets.
Illegal Casting (The casting of spells to harm or influence others) - Fine and hard labor (varies, based on the repercussions), plus damages. Destructive and deadly spells are punishable by hard labor, minimum of 3 year.
If a fine can't be paid, additional time of hard labor will be added as punishent.
