You evoke a seething blade of undulating primordial chaos in your hand. This magic sword lasts until the spell ends. It counts as a simple melee weapon with which you are proficient. It deals 2d8 + 1d6 damage on a hit and has the finesse, light, and thrown properties (range 20/60). If you drop the weapon or throw it, it dissipates at the end of the turn. Thereafter, while the spell persists, you can use a bonus action to cause the sword to reappear in your hand. When you hit with this magic sword and roll damage, choose one of the d8s. The number rolled on that die determines the blade's damage type: Acid (1), Cold (2), Fire (3), Force (4), Lightning (5), Poison (6), Psychic (7), Thunder (8). The blade's damage type remains the same until the start of your next turn.
When you cast this spell using a 3rd- or 4th-level spell slot, the damage increases to 3d8 + 1d6. When you cast it using a 5th- or 6th-level spell slot, the damage increases to 4d8 + 2d6. When you cast it using a spell slot of 7th level or higher, the damage increases to 5d8 + 2d6.

Summoning in Sigil
From Planescape Adventures in the Multiverse, Sigil and the Outlands, "With the exception of permanent teleportation circles, the Lady of Pain prevents spells and other powers from allowing anything to enter the City of Doors. That means creatures and objects from outside in the multiverse can't be summoned or conjured into Sigil by any means. Summoning abilities a character might have, such as the conjure elemental spell or a class feature that summons a companion, still function as normal with these features calling only creatures that exist somewhere within Sigil itself."
Underwater - Verbal Component
Official rules have been verified by Jeremy Crawford - "No rule prohibits verbal components from working underwater. Keep in mind that if you're talking, you're not holding your breath." Hence, while submerged underwater and holding its breath, a creature can cast a spell that requires a verbal component. After casting the spell, if the creature can't breathe underwater, it immediately runs out of breath. The creature can survive for a number of rounds equal to its Constitution modifier (minimum of 1 round).
