This is a light blue feathered quill with a dark blue stem etched with magical runes. If you are the last person to touch the quill and are within 30 feet of it, speaking a command word will animate the quill, causing it to fly up and seek a piece of paper/parchment. As long as there is paper/parchment nearby, it will write whatever you dictate. If the quill runs out of room on a piece of paper/parchment, it will call forth another blank sheet from the area (if available). If no paper/parchment is available, it will stop writing. Speaking the command word again will cause it to deactivate, often falling to the ground.
