This appears to be a long swan feather, with a stem engraved with tiny arcane symbols. When the feather is placed in a body of water larger than 15-feet square, the feather transforms into a white rowboat engraved with feather textures and design. The boat is 12-foot long, 8 feet wide, and can hold up to 5 Medium or Small creatures (or 2 Large creatures). After 12 hours, or when its user wills it (as an action), the boat returns to its feather form.
The boat can be rowed to move 1.5 miles per hour. If going downstream, add the speed of the current (typically 3 miles per hour). This vehicle can't be rowed against any significant current, but can be pulled upstream by draft animals on the shores. When in boat form, it weighs 80 pounds, in case adventurers carry it over land.
