Lenient City Laws
A list of lenient city laws (lenient laws lean toward monetary fines). Cities tend to be more bureaucratic than small towns, and often have more laws. Most cities have a robust legal system, with trials, lawyers and judges. Like towns, cities prefer swift justice (such as mutilations) rather than lengthy prison terms. Many do not have prisons at all, preferring hard labor, indentured servitude or even slavery.

City Laws

Murder (The malicious killing of another) - 1000gp fine, paid to the victim's family; Murder of a noble, punishable by death. Repeat offenders: hard labor, 10 years.
Treason (Crimes to undermine or cause harm to the kingdom) - 1000 gp fine, and 5 days in the stocks. Repeat offenders and serious acts against the kingdom: Death by beheading.
Bribery (Bribery or attempted bribery of a city official) - 100 gp fine (minimum), payable to the city. Repeat offenders: 1000 gp fine, payable to the city.
Blackmail (Blackmailing or intimidating a city official) - 200 gp fine (minimum), payable to the city. Repeat offenders: 2000 gp fine, payable to the city.
Slavery (Enslaving, holding, or owning a person against their will) - 500gp, and release of all slaves. Repeat offenders: Violator is sold into indentured servitude.
Arson (The burning of property and goods endangers the entire community) - 250 gp fine, plus damages. Repeat offenders: fine and flogging, 25 lashes.
Assault (Public brawls and fighting are illegal) - 5 gp fine, half goes to the victim. Repeat offenders: fine and flogging, 10 lashes.
Disturbing the Peace (Disrupting trade, commerce and daily life in the city) - 5 gp fine, payable to the city. Repeat offenders: fine and flogging, 10 lashes.
Hampering Justice (Hindering or attempting to stop the kingdom's justice) - 100 gp fine, payable to the city. Repeat offenders: fine and flogging, 10 lashes.
Vandalism (Damaging property or livestock) - 15 gp fine plus the cost of repairs/replacement. Repeat offenders: fine and flogging, 10 lashes.
Smuggling (The movement of illegal goods (banned foreign goods, drugs)) - 100 gp fine, payable to the city. Repeat offenders: 500 gp fine, plus revocation of trade permits and city warehouse access.
Theft (Taking property belonging to others) - 10 gp fine plus the value of any goods stolen. Repeat offenders: 50gp fine, and the stocks for 3 days.
Fencing Stolen Goods (Purchasing and selling stolen goods) - 100 gp fine, payable to the city. Repeat offenders: 250 gp fine and stocks for 3 days.
Illegal Casting (The casting of spells to harm or influence others) - Fine (varies, based on the repercussions), plus damages. Destructive and deadly spells are punishable by hard labor, minimum of 1 year.
If a fine can't be paid, additional time of indentured servitude will be added as punishent.
