Lenient City Laws
A list of lenient city laws (lenient laws lean toward monetary fines). Cities tend to be more bureaucratic than small towns, and often have more laws. Most cities have a robust legal system, with trials, lawyers and judges. Like towns, cities prefer swift justice (such as mutilations) rather than lengthy prison terms. Many do not have prisons at all, preferring hard labor, indentured servitude or even slavery.

If a fine can't be paid, additional time of indentured servitude will be added as punishent.
